Yes, tap water in Portugal is safe to drink and strictly monitored (99% safety rating). However, in older buildings with ancient piping, the water might taste slightly metallic or chlorinated.

In restaurants, asking for "Copo de água" (glass of tap water) is free or very cheap. If you ask for "Água", they will bring a bottled water which costs money. Locals often use filter jugs (like Brita) to improve the taste at home.
